[Cedula, 1733 August 5, to Bishop of Arequipa, Peru].

Scribal copy of a royal order of King Philip V of Spain to the bishop of Arequipa, Peru, issued in response to an original complaint by Vicente de Monachimo, attorney to the Indians of Peru. The complaint charged that the Indians were being kept in perpetual slavery in textile mills, mines, and other enterprises; that their lands were being stolen from them by government officials and encomenderos; and that they were generally being abused by the very ones who were supposed to protect them.

Philip V was king of Spain from 1700-1746, and was the first Bourbon ruler. In 1724, Philip abdicated the throne of Spain to his eldest son, Louis, but resumed it later that year after Louis died of smallpox.
